Ruled earlier this year, the proposed return of the CPMF, also known as "check tax" gains strength in the government to close the accounts in 2016. Sources consulted by the State Agency confirmed that sending a proposed constitutional amendment to Congress National is part of the set of tax increase measures under discussion in the proposal of the 2016 Union budget.

Despite the unfavorable climate in Congress and society to a new increase in taxes, the assessment is that the return of the tax - abolished in 2007 during the Lula government - is essential to get the public finances of a deficit framework in 2016, year in which the Brazilian economy will continue at a slow pace.

If cutting measures under the programs and expenditures had little power to enforce the goal of savings of 43.83 billion reais in 2016, equivalent to 0.7% of gross domestic product (GDP), the government will have to make greater dosage of increasing the tax burden.

Rombo - The expected shortfall - that is, the distance between the protruding today revenues and expenditures without new measures compared to primary surplus target of 0.7% of GDP - is more than 60 billion reais. The value is greater than the goal itself, which shows that the economic team began to prepare the budget proposal coming from a primary deficit at the end of the year.

The problem is that mandatory programs and cutting spending being set by the Board Budget (made up of representatives of the Ministries of Finance, Planning and Civil House) is much lower than necessary to close the accounts. "You need a budget with more imagination and look better to the nature of expenditure," said a source of the economic team.

The assessment of people close to the discussions is that the measure can be approved if the funds raised have right destination - for example, health and education. Because of the high political instability environment, there is no definition on whether to send the proposed constitutional amendment (PEC) of the CPMF. The project is being reviewed by President Dilma Rousseff.
