Dilma changes indicate a ministry worse

The chief of staff, Mercadante: downgraded Educational (Evaristo Sa / AFP)

If the changes already combined by President Dilma Rousseff with leaders of allied parties and subordinated future do not fall to the ground again, the government will be led by a ministry even worse and also expensive - in practice, the downsizing of the machine can not even reach the 200 million reais a year announced in the government's fiscal package.

The latest behind the scenes of Brasilia are the possible relocation of the chief of staff, Mercadante, the Education minister, he has managed in the first government of Dilma. Instead, assume Jaques Wagner, today in defense. The musical chairs is an attempt by the president to keep Mercadante, his faithful squire, protected by a government post while being investigated by the Federal Supreme Court (STF) two cash use by the campaign of 2010. Politically, Mercadante of permanence as political operator of the Presidential Palace is considered unsustainable by allied parties and his head had been charged by President Luiz Inacio Lula da Silva.

In the case of Wagner, be raised to the highest office of the Esplanade is an indication that his friend and main sponsor, Lula's former president, have strong influence in negotiations with Congress. In this scenario, would be left sticking Professor Renato Janine, the "technical" Dilma climbed to command the "Educator Homeland", after only five months in office.

Another disastrous change may be the extinction of the Comptroller General of the Union (CGU),responsible for monitoring corruption in the executive branch. Dilma is considering the incorporation of part of the internal control activities of the Executive Staff, traditionally occupied by a partisan framework of PT. Since former President Lula came to power, the investigations of the biggest corruption scandals knocked on the door of Staff - including knocking ministers in series. In another case, the CGU would be sliced: the Ombudsman would be under the command of the new Ministry of Citizenship, still under negotiation with government allies, and the part of internal affairs would be with the Ministry of Justice.

Chess also includes the relocation of Aldo Rebelo of the Ministry of Science and Technology for Defense, installing a communist ex-deputy in charge of the military. The current Aldo folder would be with the PSB, which led for more than a decade with Lula and Dilma, but currently not part of the government.

Since Monday, deputies and senators involved in the talks have circulated information that Dilma intends to increase the participation of the PMDB in the ministry, advancing on land now occupied by the PT in an attempt to cuddle and keep the party allied tutored at a time when requests impeachment begin to transact the House of Representatives. In this scenario, the PMDB should earn the coveted folder of Health, whose owner, the PT Chioro Arthur, was fired by phone yesterday. The rest of the ministries will be shared by the benches of the House, the Senate, and a quota for Vice President Michel Temer.

Dilma can still create the new Department of Government, which would be assigned to PT Ricardo Berzoini today ahead of Communications, which in turn would be offered to the PDT. The Ministries of Social Security and Labour should be unified.

Following debate on the merger of the Policy Secretaries for Women, Racial Equality and Human Rights. The holder of the latter, Pepe Vargas, has stepped down. The Departments of Fisheries and Ports, both with status ministries, can also be incorporated by larger folders.

The result of the dance on the Esplanade should be cutting ten folders, reducing to 29 the number of ministries. Worse: the gigantic and costly framework of commissioned employees will be retained. In the United States, Barack Obama leads the world's largest economy with 22 secretaries with status similar to that of ministers Dilma Rousseff.
