The earlier version of this note incorrectly reported that the head of the Office of Institutional Security (GSI) of the Presidency, General Jose Elito, had been demoted by President Dilma Rousseff. In fact, he was fired in cabinet reshuffle and his briefcase, absorbed by the new Department of Government, which takes the place of the Presidency General Secretariat and houses in its structure, in addition to the GSI, the Department of Micro and Small Enterprise and the Department of Institutional Relations. The holder of this new ministry is the PT Ricardo Berzoini.

Mourning the loss of relevance of GSI, General Jose Elito released the following letter:

1. Since the President of the Republic communicated to me his intention to include the GSI in administrative reform, argued about the possibility of not entering in political change, a Ministry of State with 77 years of existence (since 1938) and skills institutional demanded that, since its inception, the ministerial level. He told me then that he had not yet decided and that argument was submitted to the Chief Minister of the Civil House of the Presidency.

2. With the Chief of Staff, had an excellent and extensive exchange of information which emphasized why the GSI not be included in this reform. In addition to the considerations cited above, I have detailed our skills that make it essential to maintain the status quo. Touched said that would address the issue with Ms. President. I thought at that time that the decision to be taken could be favorable to the GSI.

3. On my initiative, I said, even with the first-ranking government officials about our concern for one of the oldest ministries in the country undergo significant changes in their structure and competence. They were also sensitive to the justifications presented.

4. Hearing on the day of the reform content, I must, by a duty of loyalty and memory to those who preceded me regret the decision that, as soon as possible, I want to be rectified for the good of society and BRAZIL.

5. I leave the post of GSI Chief State Minister immensely happy and fulfilled by the institutional work performed. I thank Mrs. President demonstrations of respect for those 4 years and 9 months, wishing that his government knows how to lead our country and its people to the fate they deserve.

6. My sincere thanks to all Ministers lords, authorities and servers with whom I had the pleasure of living in that period.
